Overview

Today's civil services examination (CSE) is conducted within a role-based civil service framework. Hence, it increasingly emphasizes testing candidates' real-world understanding and Higher-order skills (core intellectual competencies). Real-world understanding and Higher-order skills are the abilities beyond book/content knowledge and to recall/reproduce (answer writing skills).

It is a time of role-based civil service. The Government of India has adopted a Role-based system of Strategic Human Resource Management (SHRM) in place of the Rule-based system of personnel management to transform its civil service to meet the challenges of the 21st century and rapid economic development needs. The role-based approach impacted various civil service human resource functions such as recruitment, training, placement, promotion, and performance management. In this context, the Government of India shifted civil service training to a role-based approach, launched the "National Program for Civil Services Capacity Building" in 2020, and constituted the Capacity Building Commission in 2021

At the recruitment level, the role-based approach necessitates selecting candidates for the civil service who have real-world understanding, Higher-order skills, Right Attitude and values. These qualities and competencies are crucial for civil servants to work and be productive in today’s complex, challenging, and unpredictable environment and are fundamental to providing them with professional skills and competencies (capacity building) through training. Therefore, UPSC is improving its recruitment process and increasing the complexity and uncertainty of the civil services examination to emphasize testing candidates’ real-world understanding, Higher-order skills (core intellectual competencies), Right Attitude and values to select the best-suited or most suitable candidates for today's role-based civil service.

The Civil Service Program (CSP) is a unique transformative education program that provides students with the knowledge, Higher-order skills, attitudes, and values necessary for outstanding performance in today’s civil services examination. This program adopts a strategic approach, applies the science of learning and the best practices/modern learning practices, and uses advanced AI to ensure a competitive edge in the exam. This program offers civil services aspirants a unique opportunity to achieve success with a high rank in a shorter timeframe in today's civil services examination.

Program Structure and Syllabus

The Program structure and curriculum are based on a strategic vision to ensure the result in a highly competitive environment, not just completing the syllabus. The program is structured in 52 weeks and each week has specific learning goals. Accordingly, weekly learning content and activities are provided, including lecture videos, critical reading frameworks, project assignments, real-life case studies, formative assessments, discussions, etc.

On completion of the program, students will be able to qualify prelims examination easily. In the main (written) examination, they will be able to score 60-70% marks and will not struggle for around 40% marks (100 Marks out of 250 Marks). In the interview test, they will be able to construct high-quality responses confidently to all interview questions to get a high score.
